Alkanols are bases because they can donate protons.
Alkanols are stronger bases than water because they have a greater affinity for donating protons. Alkanols have a basic site, called the alpha position, which is more reactive than the oxygen of water. This makes alkanols better at donating protons than water, and therefore makes them stronger bases.
