It was introduced on June 8th 1789, by James Madison, then Secretary of State under President George Washington. Congress submitted twelve articles for consideration under this title; they became known as “the Virginia Resolutions”. However, before they could be considered by Congress, they were first debated in state conventions.
Why did James Madison create it?
