Russia has been banned from flying over Ukrainian territory since November 2014.

On November 25th, 2014, the European Union issued a new set of sanctions against Russia. The sanctions included a ban on Russian airlines flying over Ukrainian territory. This was in response to Russia’s support for pro-Russian separatists in Ukraine and the annexation of Crimea. In response to this new ruling, Russia announced that it would be implementing similar measures against EU airlines.

The ban was originally supposed to take effect on January 1st, 2015. However, it was delayed until April 2015 after an agreement between the EU and Russia that allowed for continued flights by Russian airlines over Ukrainian territory. This agreement expired on October 25th, 2017 and the EU announced that Russian airlines would no longer be allowed to fly over Ukrainian territory as of November 25th, 2017.
