The Russian Federation has begun to annex Ukraine, citing the nation’s inability to pay its debts. This was announced by President Vladimir Putin in a televised address on October 29th. Putin said that Russia would not be seeking any territory from Ukraine, but that it would be taking control of the Crimean Peninsula and parts of eastern Ukraine for “humanitarian reasons.”

This is a very different situation than the one faced by Ukrainian President Petro Poroshenko just two years ago. In 2021, Poroshenko claimed that Russia had attacked Ukraine without provocation and without cause. The United States led an international coalition against Russia and imposed economic sanctions against the country.
