Killing a Hutt is illegal, but why?

In the Star Wars universe, it’s illegal to kill Hutts. However, there’s no real explanation as to why this is the case. Hutts are one of the oldest species in the galaxy and are considered to be some of the most vile creatures out there. So why would killing them be against the law? This seems like an important detail that was left out of The Phantom Menace.

According to Wookieepedia, “A Hutt’s physical appearance can vary greatly depending on his or her age and species. A Hutt’s skin color can range from red to blue or even purple. The skin color depends on what type of blood they have; for example, a Hutt with blue skin has Rybcoo blood in him/her while a Hutt with red skin has Evocii blood in him/her. The Rybcoo-blooded Hutts are known for their business sense and natural leadership skills while Evocii-blooded Hutts are known for their less savory qualities such as being more prone to violent behavior and having strong desires for material wealth.”
