The Comprehensive Agrarian Reform Law (CARL) was signed by President Corazon Aquino on June 10, 1988. The law sought to achieve land reform in the Philippines by distributing agricultural lands to tenant-farmers and cultivating owners. The law had its roots in the 1973 Constitution, which declared that “land ownership is limited to citizens of the Philippines” and that “no private person shall own or hold alienable lands of the public domain except under lease, for a period not exceeding twenty-five years.”

The CARL provided for three phases of land reform: an initial voluntary phase where landowners were encouraged to donate their lands to government-sponsored land reform agencies; a compulsory phase where landowners who refused to donate their lands would be expropriated; and a final phase where all agricultural lands would be distributed among tenant farmers.
